I got this working for phone manager on windows 7 - 64 bit today. Turns out you cannot have the firewall turned off. You need to have the firewall on and manually add the exceptions for TAPI and phone manager.
First set the install exe files to TAPI, Phone Manager, and DEVlink to run in compatability mode fpr XP, then install as usual. I found sometimes you have to first install, then uninstall user suite, TAPI,and devlink from add or remove programs in the control panel, and then re-install, but see what works for you.
Then under Control Panel, Phones and modems, Advanced, configure the TAPI2 from Avaya exactly as if you were logging in on Phone Manager.
Finally, open ports 135 TCP, 2000 TCP, 50791 UDP, 50799 UDP, 67 UDP, and 69 UDP for Home/Work (private).
Reboot, and you should then be able to configure the click to dial in Outlook.
You have to reboot, or it wont work.
