Using RasAPI32.dll need to set call back

Am currently writing an application to keep track of connection times and disconnect after an idle period has passed. However when i get a connection it does not bring up the call back screen asking if i want call back. I need this fuctionality so the users are not paying for the calls.

Does anyone know how to set this option.
