using a control page as a header

i am trying to use a control page as a header for my webpages. i wonder if i am supposed to be using the standard doctype declarations on the ascx page as i do on the aspx pages.
reason i am trying to use the control page in this way is in order to make any changes to the header, i need only change one page.

Occas, I think what you are trying to do is create user controls. User controls can be used within you page to prevent you from having to duplicate your code.
Not 100% sure what your problem is, I have code sample if you aren't sure how to apply these controls to your page.
