Your choice is limitless !! however if you want something thats free and extremely well supported throughout the net then go for a CGI (perl or PHP) and MySQL combination (this web-site has got some excellent CGI, perl, PHP and MySQL forums).
Certain ISPs will provide a CGI / database facility which again are fairly easy to setup and administer ... although with this it is likely you will have to pay a monthly fee.
just my opinion however as I say the choice is endless
