Users able to change network printer settings on 2003 server

I have searched through the forums but have not come across anyone else having this problem, so here we go...

We have noted that standard users are able to change network printer settings without direct access to domain controller.
If a user changes an option on there local machine for them to print in a specific way this option is cascading across the network so that all users now see that option rather than it being contained to one user.

Any ideas how to stop this?

Umm.

Check that the authenticated users or everyone group do not have manage printers rights on each printer?

They shouldn't have but maybe somebody changed it.
