User32.dll error

Hi everybody we are still using Crystal Reports 7 16 bit version. We are trying to installed on W2K Pro as well of XP Pro we are getting user32.dll at the beginning of the installation. Is there any work around for this when installing we are login as a memeber of the Admin group for NT domain. Any ideas are welcome and move to a newer version is not an option.
