user with restricted access to commands

Can somebody tell me how to allow a user with restricted access to commands, say cd, ls and view and nothing else?
 
I'ts a long way to restrict users since UNIX/Solaris allows a lot by default (you can run a chmod "orgy")...

I think the best is to build up a chroot "Universe" for restricted users
here is a cookbook how to do so
