User wants to make draft then send while keeping the orginal

What's the mail client? I've got one idea that seems to work the way you want with Outlook 2000:
Start a new message with whatever required info: subject, content, etc. With this message open, File, Save As, change the Type to 'Message Format', and save it to the windows desktop.
To use this message as a template, just double-click, edit, & send.
