USer unable to send on behalf even though they have rights

I have an issue that popped up recently where users that have rights to send on behalf of another user get a message saying they don't have rights. I verified in the shell that it shows they have rights. I went as far as to remove the right and re-add with no luck.

Any ideas as to why this would have stopped working? These users worked before it just stopped and any new ones don't work. I am puzzled as to what happen here.

Sounds to me like you have an AD replication issue. Verify that all DCs are syncing OK.

Try using REPADMIN /SYNCALL and see what you get. From each DC try running DCDIAG and NETDIAG.

I'm thinking you have a DC that is not in syn and is unaware of the send as rights.
