I have a member on my tech support team that needs to have the ability to add workstations to the domain. I would prefer that this person does not have domain admin rights. How do i set this up?

By default, authenticated users have this right, but to change it manually, go to the Default Domain Controller policy:

Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignments

It will be under there.
