User Rights/Permissions

Hello Everyone,
I am currently in the process of preparing for a migration to Windows XP Pro and would like users to be able to perform certain functions. Can anyone tell me of a way to set permissions/rights for the following tasks/functions:

Release/Renew the IP Address
Configure Power Options
Run Disk Defrag (XP Native)

Any help that anyone can provide will be much appreciated.
 
Power Users can do those.. They don't quite have administraive rights, but they can do quite a bit. Then again, you could dig deep and change the permissions for those your self for any group (if your the admin)! Would you happen to know how to do that deep digging? We would like to keep people out of the Power Users group.
