User rights issue after authenticating trough VPN

We have a Cisco Concentrator running to authenticate trough MS RADIUS on W2K. We can connect with a Cisco Client and browse on the domain. However, the user rights are set like a administrator. It seems the user authenticate it self against the AD and then uses administrator rights.

Does anybody know how to give the users their proper rights as configured in the AD?
