User rights for IIS and SQL Server

Hi all;

I have a problem with a W2K and user right. My problem is that a customer want a W2K Server with proffesional Services in the administration of O.S. but him own team of admins the IIS and the SQL Server. For the SQL Server I don't have problems because when I install the SQl a new group was created for administrative users but in the IIS I can't find any group for insert user that can administer the IIS.

Can anybody help me please.
