I assume you only want one user to access to log into the PC from a domain?
To do this you could remove Domain Users from the local groups. Add the user you need to the local user groups as required. They may need user, power user or admin access depending on the app.
Make sure you keep an administrative account on the PC and may also be best to keep Domain Admins on the PC.
