User Groups not showing up in folder properties

I created a standalone server with NT 4.0. In user mananger, I can see all of the users and all of the groups. But when I go to add users in folder securities, the local groups don't show up -- just users and global groups. If I search for the local groups, they show up as DOMAIN\GROUP but won't allow users within that group to have access (ie, they don't work).

What do I need to do to have local groups show up?
 
I'll offer up some very basic stuff here (I'm assuming you missed something abvious). "Standalone" has many meanings; Did you join this server to a workgroup or domain? You are implying that you have, since you are trying to have users access files from it. I assume that you are not allowing users to access the server via it's own console. Also you say that you have Global groups showing in permissions... another indicator that this is not a standalone server.
When you find your groups via ‘search’ do they not come up as SERVERNAME\LocalGroupName?
Are your user accounts defined as Local User accounts or Domain Accounts? How are your users logging on? What OS are they running on their client machines?
