User enters destination for outbound transfer

Hi Fella's;
I've been searching and haven't come across this and I figured the IPO can do just about everything else... can it do this?

Here's the background:

IPO 9.0 (PRI trunks), w/ VM Pro

The customer has various/many users who trade off being "on call". The trouble is they don't know very far in advance (maybe 3 days to a week).

Can I create a shortcode which would allow any user to enter their on call phone #(through a set... without having to give them access to the IPO
manager)? If so, can I create a list... maybe a weekly list... that the users enter their #'s in? Just running through that in my head, maybe 7 different
shortcodes (Monday = sc 1, Tuesday = sc 2... etc)

Create a set of Phantom users, make them all Mobile Users.
Put their external phone number in the Twinning field.
Make them members of the HG they need to be in (if any)
Set up two DDI's for FNE 19 and 20 (This is for remote activating Off/On).

Think about the VM timeout, it might be wise to raise that a bit.
You can also throw in MoH to this, so it will give an "in house feel"
