User Access Rights

Does anyone know of a good utility so that I can scan my server and find out who has rights to what directories and files. I have just come into a new environment where the last guy apparently didn't believe in the use of groups so everything I have found so far is either set for everyone to have access too, or set by individual users. Obviously I want to clean it up, and use groups, but first I need to know who has access to what. Any help on free utilities to find the info would be helpful.
