Any advise of which one to use? Money is an issue but will not be the determining factor. I just want the easier and fastest to learn and implement.

I have never used RoboHelp, so I can't make a comparison. However, I downloaded HTML Workshop and found it to be very intuitive. I wrote the help pages in MS Frontpage then compiled them using Workshop. Having never written a Help system before I was able to sit down and learn Workshop and write/compile/associate an entire 34 page Help system for my database in little more than an afternoon.
