Use of the Private option, PA to see all

Scenario is PA has full access to Directors mailbox, has it added as a secondry mailbox on the PA's outlok client. This works perfectly for everything except when someone sends the Director a message using the private option! The PA knows that mail has been sent as it shows 1 item in the the inbox even thought she cannot see it.
This is causing a bit of a problem as the Director wants her PA to see everything. What are my options?? Can I solve this by using the delegation option? On exchange the PA has just got the permission of Full mailbox access if tick the rest of the boxes bar associated external account will this work?

System is Windows 2000 Outlook 98 and Exchange 2000

Any ideas welcomed
 
I don't know whether Delegate access will allow the viewing of a Private message in the attached mailbox, but you could easily set up a mailbox rule that forwarded all messages marked Private to the PA's mailbox.
