USB Power Problems

I just bought a 4D optical mouse for my mum's computer because she's constantly moaning that the mouse that she's currently got "is sh*t". The core of the computer is about 4 years old (we bought it way back in 1997). The motherboard is a Pentium P51430TX Titanium 1B motherboard with a P200MMX cpu. I also bought a USB port and have connected this to the motherboard. The mouse doesn't work. After digging around for a bit, I found that this was because there is no power to the USB ports. In device manager, the USB Root Hub and PCI to USB Universal Host Controller both report as working correctly, but whereas on my other computer I get a Power tab on the Root Hub device, I don't on the this one. When I plugged the mouse into the USB port, it was detected and the drivers loaded, but there was still no power to it.

I have checked the mouse on the newer system and it works fine.

Can anyone offer any suggestions?

I couldn't find any options in the BIOS for turning USB on. The only thing that mentioned USB was something to do with a USB keyboard. Perhaps I need a BIOS update, but where could I get one of those for a BIOS that's 4 years old?
