URGENT - IE errors effecting whole system

On aWindows 2000 Server,

when I open Add and Remove programs, first I get the error:

Internet Explorer Script Error
An error has occured in the script on this page.
Line 21
Char 1
Error : Object doesn't support this property or method
Code 0
URL: res://appwiz.cpl/default.hta

I click yes, then get the error.

Add/Remove Programs
An unexpected error occured.
Object doesn't support this property or method
res://appwiz.cpl/default.hta
Line: 21

These IE related errors are popping up everywhere on the server, and causes loads of problems.

Any suggestions?
What is res://appwiz.cpl/default.hta?
