I am in need of urgent help please i can chat via MSN if anyone can help, i need to sort out an issue with capturing from a panasonic DV and exporting to Quicktime,

When i capture my footage it doesn't look bad in Premiere but when i start to export the movie with all my effects and transitions the movie jumps and becomes very jagged.

What are your computer specs? Sounds like your computer can't handle it. You wouldn't have that problem if you went to Project>>Project Settings and made sure you were in DV mode then exported right to tape (File>>Export>>Print to Tape). It wouldn't look bad then.

ok cheers, i am doing that now but when i get to click record my dv camcorder goes to record then windows goes black then it just flashed back to premiere window noting was captured? what am i doing wrong?

 
Something is going wrong when it tries to record to the tape. Windows should go black (as long as 'Play video on desktop' is unchecked). There may be a bad connection or a program running in the background might be interrupting the process. Make sure absolutely nothing else is running.
