upsidedown characters

My brother has a Laptop with XP; after startup when he types most characters come up upsidedown and in smallcase. When using the shift key they invert also. After he uses the on screen display keyboard everything is as it is suppose to be. Where can I begin to look at this problem.
This is all the information I have at this time.

Don't use the "on screen display keyboard"
,i tested this yesterday and as you say it's all screwed up .
Don't know yet what causes it ,but exiting "onscreen kb" and reboot all was back to normal .
