upload folder?

Hello,

Is there a way to set up a folder on the Apache server running on Windows in a way so that people could drag and drop files and upload to it? Password protection would be nice also.

Not really.

Apache only does HTTP. It does not do FTP. To do drag-and-drop uploads, you'll have to make FTP available.
