Upgrading NT domain to W2K-ADC question

We have a network we'd like to upgrade to W2K and wondering at what point would it be necessary to install and configure the ADC for the 5.5 Exchange Server. We are doing the upgrade (about 50 servers) in various steps and not sure if the ADC needs to be configured right after the PDC becomes a W2K domain controller.

Appreciate help!
