My friends computer wouldn't turn on and I figured it was the power supply. I got a new one that has more watts but when I installed it, the lights will come on but the computer will not boot. I justs shuts off after a few seconds. Do i have to reset the bios or something?

Make sure you have connected the 4/8 pin adapater by the processor. This 4 pin connector is required for the computer to boot. The processor must receive this to get the proper ammount of power.

The 4 pin adapter on the right is what im refering to.

Some now have an 8 pin adapter but most use that 4 pin one.

Yeah I got that one, it is 4 pin. I think they call it +12 connector or something. I couldn't see your picture. The light will come one but it is amber instead of the usual green. then it shuts off. It is an emachine computer it it matters.

Oh dear... "It is an emachine computer if it matters.". Unfortunately, the motherboards and PSUs (usually Bestec) used in these machines are not known for their longevity. Often the PSU pops its clogs and takes the motherboard with it.

Sounds like the crowbar protection in your new PSU is coming into play when trying to power up the motherboard. Try removing any cards plugged into the motherboard slots, disconnect both data and power cables to ALL drives, and then see if board will power up.

Yeah goaoz is right, your motherboard is most likely dead then. Id check to see if its under warranty. If so rma it.
