Upgrade to Access 2000 necessary?

We're running a database that is approximately 200+ Megabytes in size with some tables reaching 1 million or more records...

Would it be more efficient to upgrade to Access 2000? If so, could I get some reasons?

Depends!

On the number of objects,
On the size of your database,
On the number of concurrent users,
On you current design (is it adequate),
User requirements,
Complexity and effort required to upgrade,
etc.

Let me make a couple assumptions, which we must do you make any useful recommendations. First, you have a front end (client)/back end (server) configuration; second, the data is probably being updated by a number of concurrent users; third, you are probably experiences periods of slow response (but users are patient). It is a misnomer to say Access 97 implements a client/server design because it doesn't. If you were to upgrade to Access 97 you could take advantage of server side stored procedures that could considerable improve response (again, depending).
