Upgrade or Migration

I have currently a windows NT running as a PDC and have windows 2000 and Windows NT as workstation which gets authenticated from the PDC.
I am getting a new server where i will load Windows 2003 server .
I want to know whether i should upgrade or migrate it and what is the difference.
Where could i find some relevant documentation on the above.

Never upgrade anything! Always install fresh, and then migrate any users/settings/printers/programs/etc. Check Windows 2000 forums here or search M$ for domain migration.
