Upgrade of domain, no domain group policy

I just recently upgraded our NT4 SP4 PDC to W2K. Active directory and DNS installed fine and are working. When I try to do anything with Domain Group Policy, I get an error: "Network name not found". I cannot seem to use the object browser to pick a domain either. Very strange, as I have done an entire domain upgrade before. I can not find anything that says that the domain must be in native mode before GP can be used.

Any help?
