It's not difficult but you don't purchase stuff directly from Cisco anymore in most cases. You buy stuff like that from a Cisco reseller.

The best way is to get a Cisco Smartnet contract for one of your routers. This "CCO" gives you access to many areas of the website where you can download IOS images and various things and also gives you access to vast archives of data and knowledge.

Smartnet gets you access to the software download areas but it doesn't give you the right to download software without a license. A license must be purchased in order to legally download software, even with Smartnet.
