UnZIP changes file stamp to today 3

I download some files in zipped format. Within the ZIP file the date modified is same as the original source files. When I "Extract All Files" they are all stamped with the current date and time. Is this normal behaviour? Is there a way to retain the original date/time stamp?

I am using VISTA for this but am not sure if it is operating system related.

Had'nt noticed this before but locally made and emailed zips seem to unzip with original file dates, downloaded ones from websites seem to unzip with the now date. Behaviour seems to be the same under Vista and XP.

It seems qwirky and I have not tested it exhaustively but it seems if you copy a file into the downloaded compressed folder before you 'Extract All' the last modified dates in all but one of the original compressed files appear to be preserved. Weird!

I am not sure what does the zipping - it is a feature built into 'Neoteris' when I download files from the corporate network to my home pc.
I am unzipping using whatever is built into Vista.

Weird indeed but a useful tip to help preserve all but one of the dates. I'll experiment! I wonder if an alternative 'unzipper' would help....

Further info:
I am downloading and decompressing to a NTFS drive.

Using XP:
The date modified stamp changes but the date created and date accessed stamps are not changed.
In this case the date created stamp appears in reality to be the date when the file was last modified on the corporate network.

Using Vista: All three dates stamps change to the current date.

SOLVED:
This problem is a security feature of the Attachment Manager that is included in the operating system.

Method 1: Unblock the compressed file
1. Right-click the compressed file, and then click Properties.
2. Click the General tab, click Unblock, and then click OK.
3. Extract the files from the compressed file.

Method 2: Copy the file to a different location
Note This method works for Windows XP and for Windows Server 2003.
1. Double-click the compressed file.
2. Use a drag-and-drop operation to move the file to another folder or to the desktop.
