Unwanted Columns and Rows

Is it possible to have a sheet with only a certain number of rows and columns?

I can get away with 'hiding' the columns but how do I get rid of the unwanted/unused rows?

You can also hide your unused rows. Just select all rows after your last data row and right-click and select Hide.
 
and that's about all you can do I'm afraid - can't "get rid" of the extra rows n columns
