universal trunk card

i have my switch feed an opx line from another switch going into a universal trunk card and the problem i have run into is the ring voltage is not enough or possibly not long enough, only a 2 second ring for the univeral trunk card is to pick up the line, we know this is so because we tested it with a pots line and it worked fine the switch that sends us the ring can not change the lentgh or the voltage of there out put and i am told our universal trunk card is set up at the mininum, how would i check this and is there another way around this that we are not seeing
 
set both ends to ground or wink start.. loop start lines and pbx had never been a good idea

you can not change ring duration, that i know about.. you can change voltage via a repeater.. in line between the two or loop treatment on each end
