How do I uninstall windows 95 to install windows 98 full version?

Probably best with a 98 boot disk and use fdisk to remove the 95 partition then reboot with CD support and install from the CD.
This begs lots of questions. though. Are you prepared to do a total reinstall? Do you have hardware drivers and the software required. Blowing away a working OS before having everything needed for running a later version leads to some installation grief.

Any advice I give is my best judgement based on my interpretation of the facts you supply. Help increase my knowledge by providing some feedback, good or bad, on any advice I have given.

If you want the easy life, get Win 98 updaate and install over the top of Win95 and save all your data and programs.

An old trick we used: Rename win.com to something else and the 98 full install will run on a pc with an operating system already installed.
