Yes, several ways, depending on how it was put on.
Probable best way is to use fdisk and remove the partition. Ed Fair

I guess I have to give you more info.
ME is on a Gateway machine that won't boot past the wallpaper (no Icons).
I would like to unistall ME without loosing everything and then put 98SE on it.
Is it doable???

I think that this is not possible. I don't think you could do a dirty-re-install of Windows 98 over top of Windows ME, I don't think that works. You would need to do as edfiar said, but doesn't fdisking format the drive?????

What do you need to save from ME install? Realistically only data is worthwhile - most apps will need reinstalling whatever approach you take. If you have personal data to retrieve, I'd install drive as slave in another PC and get data off that way, then reformat and clean install 98. You could rename windows folder and I think win.com file (from dos prompt) and install 98 on machine as is (with all ME stuff still on disk). Salvage what you need from ME's windows folder then remove it. Most apps in Program files will need reinstalling (some might work) - but it can be a bit of a mess. Hope this helps.
 
Fdisk does lead to a reformat and a total install with nothing left of the old system.
If I recall, ME 32bit filesystem assigned a media descriptor that 98 couldn't handle, so success in doing an overlay install would be dependent on the filesystem being recognized by 98. If 98 will recognize it, then blowing away the windows directory system will allow 98 to install on it.
I haven't tried using programs between 98 and SE, but of the programs I use, their data is swappable. But that may also be a result of my setup with 16 bit filesystems on all partitions. Ed Fair

I'm pretty sure you can't downgrade like that, without fully formatting your drive. Windows 98 would not know the extra ME files that are there to replace or delete. There could be problems with the OS if you did that. But then again I've never tried this so I'm not sure if it is possible.

I would just burn CD's or copy files to a seperate drive then re-install everything else.
