Unexpected error occurred

Using Front Page 98 and attempting to build a new web, however I'm getting a response of "an enexpected error occurred accessing your FrontPage files" and refers me to my Web Host Master.

Any ideas hoiw to fix this would be appreciated -- I did try removing the program and re-installing but with same results.
