Unblock application

I am trying to get an application working through ISA 2004. My knowledge of isa 2004 is very limited and I have been asked to do the following "unblock the user agent Mozilla/4.0 (compatible; MSIE 5.0; Win32; skinkers)". Does anyone have any idea how this is done. I have been searching all over for the solution.

Try to look over the Monitoring Windows with specific filter defined which will show the traffic type initiated by your application. Look over - why the packet does not flow through? (The respective rule should be defined, of course)
Look over the network relationships in ISA: NAT could be the problem.
