Unassign CRM License for Prior User

I need to unassign a CRM license from an old CRM user that no longer has an account in active directory. How can I do this?

Under settings, business units, users, remove all roles and then remove license from user.

Unfortunately, I tried this, but it didn't work. I still get the error that the account cannot be found in Active Directory.
