unale to authenticate smtp or send pop3

Hello:
I get an error when I try and send out or recieve POP3 mail
It says it can not send mailm via smtp or POP3 I have checked all services and nothing is out of place. Also all my other users are bale to send and recieve mail. I'm not sure what the problem is here.
