unable to use registered activeX controls

Hi all,
I'm a newbie to activeX though I developed some systems
in VB under 16-bits.
I want to write a very simple task using Excel: just to
load some data from a file and perform simple calculations.
I tried to use the Common Dialog (ComDlg32.ocx) to open the
file. I registered ComDlg32.ocx through Access but when I
tried to use it I got the message "You don't have a
license to use this control".

Doesn't it come with Office and/or Windows?
