Unable to send mail on dialup connection

Greetings
I am running SBS 4.5 and Exchange 5.5, I use a dial up for the internet connection. The problem I have is that when the server is restarted clients cannot send external email until IMS is stopped and restarted.
Has anyone got any ideas on this as I can't find any reference to this problem on the Microsoft knowledge base
