Unable to ping vlan interface

I have a vlan interface configured on an MSFC2. All it has is an address/mask and a helper address.

I cannot ping the interface from the MSFC itself but can ping the interface from the command line of the switch.

I have an access list applied to the vlan interface to allow only one subnet to access the machines on this vlan. It is applied inbound.

Please explain what am I missing here? It must be something basic.
 
If you are just allowing 1 subnet to access devices off this configured vlan the ACL should be outbound .
