Unable to open TIF files in XP 1

I have a user running XP Pro and everytime we try to open any TIF/TIFF file all we get is a small box in the upper left hand corner. I have tried re-associating the file with different Image viewers (default is Windows Picture and Fax Viewer) with no luck.

Any help would be greatly appreciated!!
