unable to open tcp/ip properties

I am trying to add this one computer using ME to an existing network. I set up the network to use assigned IP addresses I try to open up the tcp/ip properties window and it wont open up. The ethernet is intagrated I installed a new one and tried to open it up again and nothing. So I went to device manager checking if maybe both nic's were conflicting and I noticed that the new installed lan card was not showing on Device manager. I then changed pci slots and nothing only the integrated one was showing so then I went into bios and disabled the onboard lan and now device manager only shows the dial up adapter under network adapters. I forgot to mention that after installing the lan card and starting windows it did detect the Card and then windows proceded to continue starting.
I am baffaled dont know what is going on hopefully you all can help me. Oh and this one computer has over 5 gb of files that are very important so format is not an option.

Assuming you have the install stuff for your dial up adapter, you could clean everything off, do a power cycle, then get back to adding the PCI adapter. Some won't detect, so if this is one, you go into add hardware.
After you get the card in, the tcp/ip should install as an added protocol.

All this being said, there are times when it just is a royal pain in the butt, and you end up with a reinstall of the OS.

I have gone through the add hardware and when I go to the let me choose from list option I click on network adapters it just flicks and then goes back to the top of the list. As for the tcp/ip problem I cant even get to it. I need to remove the obtain ip automatically so I can enter the ip address and others that I have assigned for that particular network. I have tried going through the network nieghborhood right click and go to properties and nothing happens. I opened up control panel and to go the network icon and double click it and the hour glass shows up for a fraction of a second an then nothing.

I've replaced ME by what I consider a more reliable system so I've no recent experience to go by. But with SE and similar problems I've reloaded the OS over the top to replace corrupted parts of the OS that wipe out networking capability. That appears to be what you have.

I am sorry for being slow but are you saying to reinstall windows? If that is the case I really cant because that person has over 5 GB of business files on the hard drive. I am getting ready to install a second hard drive and back up all the files and then install xp on it but I wanted to try to fix it before going the easy way out.
 
I was proposing an "over the top" reinstall to the same place. Normally you get by with no problems, but I would never suggest it on a machine with that much unprotected data. Losing that much might get a repairman killed.

LOL, yep that would be the end of my contract with that company. I guess I have to go and go the easy way out. You know us we need to know why something is not working. That's what we have here. I just wanted to know why it wasnt working and it kills me not having the answer oh well the important thing here is a happy customer with a working system.
