Unable to install VB application on windows 2000 2

I have used the Package and Deployment Wizard to create the setup program for my application. it works fine on the windows XP pc bvut windows 2000 it gives me message like this: "Setup cannot continue because some system files are out of date on your system. Click OK if you would like setup to update these files for you now. You will need to restart winsodws before you can run setup again. Click cancel to exit setup without updating system files."
I have restarted the pc number of times but it doesnot seem to install.
