Unable to Install fonts in Windows-98

We are using Windows-98 SE.

Recently I tried to install fonts.

I opened COntrol Panel and opened Fonts program. I was surprised to to see that Fonts program did not open in usual fashion. In the File menu "Install New Fonts" option was missing!

Fonts Program opened in Windows Explorer like Menus, Icons and Options.

I think some minor modifications have been made in my OS.

I tried coping the fonts I wanted to install in C:\WINDOWS\FONTS the Fonts were copied but when I opned any S/W e.g. MS-Word, in Fonts' list the copied fonts did not appeared.

Please advise.

The fonts subdirectory under \windows should have a simple "system" attribute set.
