After further research from a previous post, I was able to seize control, and re-establish this server as FSMO (Operations Master crash, unable to recover, fresh install of 2000 Server). The only problem I have now is an error occurring in the Directory Service Event log 1126 Unable to establish connection with global catalog. Any ideas here? As usual Microsoft leaves this error hanging as "this is a known error" with no solution.

Must have asked a tough question. After hours of hunting around in my $400 Resource Kit documentation, Microsofts Web site, and here on this forum, I finally found the solution. A check mark needed to be added to the server configuration specifying the FSMO as the GC or Global Catalog Server which was missing (preventing certain logon applications from functioning). The problem was no one could tell me where specifically to go to find this little check mark! It is in AD Sites and Services, Expand Sites, Expand Default First Site Name, Expand Servers, Expand the server you want to specify as GC and expand it. You will see NTDS Settings. Select properties of NTDS, and there it is! The Global Catalog check box. Note! You can only have one GC per Domain (if I'm wrong on this please correct me).
