Unable to delete a file, gives sharing violation on Windows

I am writing an installation software for a product. During installation I add folders in the start menu. The folders look like
Start->Programs->MyFolder->Fed->start
Start->Programs->MyFolder->Readme
Start->Programs->MyFolder->Uninstall

When I uninstall everything gets deleted but
Start->Programs->MyFolder->Fed
remains. When I try to manually delete the folder it gives me a sharing violation.

I went through a few sites and found that it was a problem with Explorer.exe hold a handle of the file and heard that problem gets fixed in Service Pack 2 for Windows and 6a for NT. Now the problem does not exist on NT. It works on Windows 2000 also if I do not start the application. If I start the application, exit it and then try to Uninstall, same problem reoccurs.

I am not getting a clue of what needs to be done. Please help me out.
 
I am having a similar problem, a bit less complicated. I have an older server loaded with Windows NT 4.0, service pack 6 (or 6a, not sure). It won't let me delete certain files. I get that file sharing warning when I try to delete, change the name of, or move some files. I have changed the file's permissions, ownership, it still won't go. help!
 
Did you change ownership to admin on the folder and check to make sure it was inherited down to the files?
