OS: Windows XP pro.

System: IBM Laptop

Problem: Unable to use CTRL+C or +V to copy and paste, also right click and paste does not work, when attempting to copy using this method the file, for example that is going to be copied, grays out for a seconds, as if it's ready for copying, then returns to it's natural color.

Trouble shooting so far: Verified the following.
Keyboard is not at fault,
IE has not been changed, and operates normally
Windows has not been installed recently.

Can you use "Drag and Drop" or "Move" to achieve the same results or have they stopped functioning too?

Some general things to try.

See if System Restore will get you back to a restore point before your problem with Explorer.

Try Safe Mode (Do you have this problem in Safe Mode?).

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

HOW TO: Verify Unsigned Device Drivers in Windows XP

If they don't work you could try repairing windows itself by running it over itself. You will lose all your windows updates but your files will be untouched.

How to Perform an In-Place Upgrade (Reinstallation) of Windows XP (Q315341)

I saw this a while ago...
I had a client with a nasty bit of adware that locked up her computer the same way.
don't have time to let you know how I fixed it right now ...later today I may have time

Found it out.. user did infact try to install an application that used IE. Just botched install, uninstalled and reinstalled it. All fixed.
