Unable to Connect to Server (reason: [DB-Library)

After installing SQL server 6.5 I cannot launch Enterprise manager. Before you ask, I am installing it in a test Windows NT 4.0 domain to test SQL 6.5 to SQL 2000 migration before doing it in live environment !

I received this error each time I try to launch Enterprise Manager:

Unable to connect to server (reason:[DB-Library] Unable to Connect: SQL Server is unavailable or does not exist. Specified SQL server not found)

I have check that both the Client and Server network utility are set to Nmaed Pipes. I have even tried changing both of them to TCP/IP but I am still getting this error message.

Please assist if you can
 
Have you tried reinstalling it? Maybe something didn't install correctly.

Are you sure that you installed the server and not just the client tools?
